- Patients who regularly attend hospitals or specialist health facilities within the M60.
- Motorcycles.
- Taxis – Hackney Carriages and private hire vehicles.
- Buses, coaches and registered community transport services.
- Bicycles.
- Emergency vehicles.
- Vehicle recovery services.
Who would get a discount:
- Low paid workers (statutory minimum wage) would receive a 20% discount on the congestion charge for a minimum of two years.
- They would also get a 20% discount on public transport fares in the morning and afternoon weekday peak periods.
